Burnside developed the Route Patrol Manager (RPM) software as a tool for municipal roads superintendents, managers, and supervisors to efficiently collect data with respect to Minimum Maintenance Standards for Municipal Highways (Ontario Regulation 239/02). "The standards were developed to provide municipalities with a legal defense against liability from actions arising with regard to level of care on roads and bridges." (OGRA, 2003).
